1. launch (v.) 

to begin something such as a plan or introduce something new such as a product

Ex. 

The government is planning to launch a benchmarking scheme to guide consumers.

2. conduct (v.) 

to organize and perform a particular activity

Ex. 

The experiments were conducted by scientists in New York.

3.  circumstance (n.) 

a fact or event that makes a situation the way it is

Ex.

Obviously we can't deal with the problem until we know all the circumstances.
